what should blocking a user do?

to block a User will do the following

• prevent that user from submitting edits to any of your pages
• prevent user from tagging you or adding your username to any writings
• remove from Shared page

blocking will NOT do the following

• prevent user from reading your public writings - an author cannot block their ops from reading their book.
