perhaps a Page could include Users in the body of it, the page would act as a list, “users in page A” could be the permission group

this way things can be as infinitely granular as any other part of the system, words can apply to smallest atoms and largest galaxies, so too could a permission group grant access to individuals or whole countries (what if permission groups could be nested? then you could define permissions to millions of people, but not “all” people, without needing a million users inside of a single page)
